The Ministry of Digital Development, Communications and Mass Media of the Russian Federation has proposed a set of clarifications to the rules governing the national registry of privately-developed Russian software that may be granted the status of “trusted” for use within critical information infrastructure (CII). This topic is of particular importance to Russian developers and was actively discussed at the RUSSOFT Forum, which our team also attended.
Here are the key points:
These changes are expected to take effect by March 1, 2026.
Looking ahead, we anticipate that the CII regulatory regime will be extended to a broader range of objects.
We will continue to monitor developments closely!
- Procedure. A developer submits an application to the registry on a voluntary basis. The Ministry of Digital Development, Communications and Mass Media of the Russian Federation conducts an expert review, after which a government commission confers the status of “trusted."
- Software requirements. Compatibility with domestic hardware, updates delivered exclusively through Russian tools, among other conditions.
- Legal effect of “trusted” status. Such software is authorized for deployment within CII and it receives preferential treatment in public procurement.
- Objective of the registry. To account for IT solutions capable of replacing foreign analogues on the domestic market.
These changes are expected to take effect by March 1, 2026.
Looking ahead, we anticipate that the CII regulatory regime will be extended to a broader range of objects.
