At the end of October 2025, the Cocoon service (a decentralized network for AI-related operations) was launched. Among other things, the platform enables users to mine the TON cryptocurrency. Because Russia has enacted special legislation governing cryptocurrency mining, users must remain mindful of the legal risks associated with activities that fail to comply with statutory requirements.
Vasiliy Ermolin, partner at Ermolina & Partners, commented in Izvestia on the risks facing Russian users in terms of the current and anticipated regulatory framework for mining in Russia:
“At present, violations in mining are most frequently prosecuted under statutes addressing the unauthorized connection to energy resources, which carry administrative fines of up to 400,000 rubles. In addition, the Ministry of Finance’s draft law considers introducing direct sanctions for violations in the mining sector. For individuals, fines may reach 200,000 rubles, together with forfeiture of equipment.”
