We continue to follow the status of the “Anti-Fraud 2.0” bill. The final version of the law has been amended.

Let's take a look at the changes made to the final version.

1.Blocking and compensation for damages

Compensation by the carrier is now an extreme measure only available if all seven conditions are met at the same time. These include: the existence of a decision to initiate a criminal case, proper compliance by the bank with all requirements, as well as strict filing deadlines (no later than 10 business days), among others. Thise conditions make it very difficult to obtain compensation from the operator and shifts responsibility toward individuals and banks themselves.

2.Control over “SIM boxes”

A new provision has been added requiring carriers not only to prohibit such devices, but also to terminate existing contracts with their owners.

3.Payment cards

The procedure has been clarified. A natural person may hold no more than 20 payment cards in total across all banks. The Bank of Russia may now establish exceptions to the card limit in specific cases, rather than introduce limits at its own discretion. This provision will enter into force as of September 1, 2027.

4.What was removed from the final version

The provisions requiring registration on major online platforms only through Russian email, as well as the rule tying the opening of a bank account to the taxpayer identification number, were removed.

The bill will enter into force on the date of official publication. However, some requirements will take effect on other dates. For example, the IMEI regulation, which we discussed earlier, will enter into force on March 1, 2027.
