As of March 1, 2026, Resolution of the Russian Government No. 1667 dated October 27, 2025, On Approval of the Rules for Centralized Management of the Public Communications Network (the Resolution), will enter into force.
The Resolution provides that threats to the secure functioning of the Internet and the public communications network in the Russian Federation shall include, among other things, granting access to Internet resources that enable the purchase of goods for which the mandatory declaration of conformity for communication equipment has not been obtained.
Accordingly, the sale of equipment and electronic devices lacking a registered declaration of conformity for communications equipment via Internet resources may, in certain cases, result in the blocking of the relevant Internet resource or of a specific product webpage.
Under the Resolution, such threats will be identified by the Russian Ministry of Digital Development, Communications and Mass Media, the Russian Federal Security Service, and the Russian Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor).
