The Russian Ministry of Digital Development, Communications and Mass Media has drafted Rules for the Registration of Domain Names in the .РФ, .RU, and .SU domains.
The drafted rules have been prepared pursuant to Federal Law No. 569-FZ of December 29, 2025, under which domain name registration requires user identification through the Unified System of Identification and Authentication (ESIA).
Identification through ESIA constitutes the principal innovation of the drafted rules compared with the current Rules for Registration of Domain Names in the .RU and .РФ domains approved by the Coordination Center for TLD .RU/.РФ.
The Rules also establish detailed procedures governing the registration of special domain names designated for government entities.
The Rules are expected to enter into force on September 1, 2026.

- domain registration will be possible only after the user completes identification in ESIA;
- identification through ESIA will be mandatory for both individuals and legal entities;
- a list of required user information to be obtained by the registrar during the identification process has been established;
- if a user fails to complete identification, they will be unable to perform actions with respect to a domain name, such as transferring administrative rights or delegation of the domain;
- failure of the user to undergo identification will constitute grounds for cancellation of the domain name at the initiative of the domain registrar.
The Rules also establish detailed procedures governing the registration of special domain names designated for government entities.
